Following a survey of the main roof of the Hall, a major amount of work is required to make the building watertight and bring the roof back to its original standard.
The estimate of the proposed works is £108,000.00 and we are actively seeking funding. The work will be carried out in 2018, if the funds are confirmed, but the building will remain open during the work.
The money required to carry out the work was raised by a tremendous effort by the local villagers, businesses and visitors. The larger amounts necessary were raised by grants from Carnegie Dunfermline Trust, Fife Environmental Trust, Fife LEADER and Local Community Planning Budget.
Local Architect, Pete Cummins, was appointed to oversee the work and to manage the contractural aspects of the contract. Three quotes were received for the new roof works and after a review by Pete, Braisby Roofing Ltd were appointed as the contractor.
Braisby Roofing Ltd submitted a competitive quote with a timescale of 6-8 weeks. At the pre-start meeting Braisby Roofing Ltd (BRL) confirmed that they had sufficient labour to complete the works within the 8 week period.
The work was a week late in starting due to the need for an asbestos survey required on the existing roof materials. The works evenntually started on 27th May 2018, with the erecting of the scaffold and strip of the old roof. The strip of the old roof and the installation of the waterproof membrane was completed in 7 days by a sub-contractor, although the use of a sub-contractor was not mentioned at the pre-start meeting.
Despite the assurances of sufficient labour, only one man worked on site for the following several weeks. Every now and again another person would turn up but not for any length of time. During the strip of the existing roof it was found that several areas of the timber sarking/supports were badly damaged and required replacing. The roof light above the main entrance was also in need of replacing, as this had been the source of water penetration over the years. These constituted additional works, but no serious attempt by BRL to increase the labour on site to cope with this within the timescale agreed.
Up till the time of installing the gutters the workmanship, while late, was to a high standard. Thats when the current issues started. The gutters supplied were the wrong profile and had to be returned. The new gutters took several weeks to be delivered and eventually were installed by a sub-contractor. The attempt by this sub-contractor was a complete shambles, in that they fitted the gutters wrong and damaged the stonework in places trying to fit these. Again we were not made aware of a sub-contractor. We are at the stage (12/12/18) that the gutters need to be installed properly and the stonework repaired, but no indication when this will be carried out.
Sadly the late delivery of the project is having an affect on other work. Funding sources are reluctant to provide money for other works due to two funding streams being open, with no sign of closure.
5th February 2019 - Despite promises from Braisby's senior management, the work is still not complete. Unfortunately this does not come as a surprise, as they have failed to live up to promises in the past. We are now approaching 10 months to complete an 8 week project.
2nd April 2019 - Braisby have now completed the project except for snagging items, which have now been listed. Fife Inspectors have been on site and have made several comments which our Architect has in hand. The final invoice has been submitted by Braisby, but the timing of the payment depends on the outcome of remarks by Fife Inspectors.
20th May 2019 - Finally rid of Braisby. Unfortunately we have had to accept a poorer quality job than expected. Inspection of the work by a third party has raised questions about the standard of the work (in parts) and the quality of the materials used (flashings). Poor reflection on a local company.
Toilet Windows and Doors
2nd April 2019 - The installation of the Ladies and Gents toilet windows and the replacement external and internal double doors is now complete. Some snagging to do. Work carried out by Craftsman Joinery.
We have applied for Listed Building Consent and Planning permission to replace the main hall windows. These, along with the balance of the windows are badly in need of some TLC. 4th February - LBC & Planning permission now received. Pete Cummins in discussion with three contractors regarding costs.
20th May 2019 - Still in the process of confirming costs for the hall windows. Large difference in estimates has lead to further discussions with the contractors. Prices for decoration now required.
6th November 2019 - Due to the large difference in the various estimates and the uncertainty of Brexit, it has been decided that the works will be re-quoted in 2020, after Brexit has been delivered.
In the latter half of 2021 the contractors were asked to update their quotes, but the project has had to be put on hold due to the amount of work necessary to bring the electrical system up to date following a recent survey.
Electrical Upgrade
31st January 2022 - JBE Scotland Ltd have started the upgrade of the electrical system, following a survey carried out in 2021. The initial work will see the replacement of the main distribution gear and associated cabling. The whole works will take several weeks and will depending on funding. In the meantime please be aware of the electricians in the building and the fact that some services may be disrupted.
A Go Fund Me page has been set up to try and raise part of the £25K estimated for the remedial work necessary for compliance to the current regulations. The hall management committee are looking at other areas of funding.
11th February 2022 - The initial stage to replace the outdated distribution system has been completed in readiness for the rest of the upgrade. This initial work has been achieved by the co-operation of the electrical contractor in delaying the invoice for the work till sufficient funds are available.
December 2024 The electrical works are now complete. This second phase was delayed till funds were available and the work was carried out by R.B.Grant Ltd. Due to the need to install new cabling, some of the building fabric has been damaged and we are now seeking funding to re-decorate the inside of the building.
Heating
Unfortunately in mid December 2024 our boiler packed in and we were without central heating in the latter part of December. The existing boiler was declared un-fixable, but due to the lack of funds at the time, the replacement was delayed. This was rectified on 6th January 2025 with the installation of a new Baxi Combi boiler.
